Conoco-Phillips Plant on the San Bernard in Sweeny
Note: This is here because barges traverse
regularly on the river between the tankers in the Port of Freeport and the
ConocoPhillips plant in Sweeny. The information is from the web.
Sweeny Refinery

Sweeny Complex was purchased from the government in 1947. It includes a
refinery, natural gas liquids processing center and petrochemical production
facilities. The refinery receives crude oil primarily through the Phillips-owned
Freeport, Texas, terminal and the Seaway Pipeline. Sweeny ships refined products
throughout the Midwest and the Southeastern United States.
Major Products: Gasoline, jet fuel, diesel fuel.
Capacities:
- Crude oil processing – 213,000 BPD
- NGL fractionation – 115,000 BPD
- Gasoline production – 109,000 BPD
Sweeny Refinery
The Sweeny refinery is located in Old Ocean, Texas, about 65 miles southwest of
Houston. The refinery has a crude oil processing capacity of 215 MBPD. The
refinery receives crude oil primarily through ConocoPhillips’ and jointly owned
terminals on the Gulf Coast, including a deepwater terminal at Freeport, Texas.
Refined products are distributed throughout the midwest and southeastern United
States through pipelines, barge and rail car. A natural gas liquids (NGL)
processing unit and olefins plants owned and operated by Chevron Phillips
Chemical Company also are located at the Sweeny complex. ConocoPhillips and
PDVSA have a limited partnership that operates a 58 MBPD delayed coker and
related facilities at the Sweeny refinery. ConocoPhillips is the operator of,
and holds a 50 percent interest in, the Merey Sweeny, L.P. Under the terms of
the agreements, PDVSA supplies the refinery with up to 165 MBPD of Venezuelan
Merey or equivalent crude oil. The joint-venture coker and related units provide
the capability to process heavier, lower-cost crude oil and increase light-oils
production by breaking down the heaviest part of the crude barrel.
